Open Question: How does "resident" and "non-resident" work?

I know it varies slightly from school to school, but just a general idea would be helpful. I'm from Minnesota, and would like to attend the University of Iowa Dentistry School. Resident tuition is $30,000 while non-resident is $55,000 a year. I know in Minnesota, we consider some North Dakota students "residents".
